The educated ones..

A well-educated gentleman usually occupies the first seat in office bus. In evenings, more often than not, he gets some snacks in tissue paper. Nothing strange or different, many of us do it often. Anyway, the gentleman throws the tissues, without fail, in the bus. Now this is not what all of us do and this is indeed something different.
Then, there is a lady, she doesn’t throws the tissue papers inside the bus because she prefers to throw them out of the bus. Well! Just another use of roads. 
All that I want to ask them is “WHAT ARE DUSTBINS MEANT FOR!?” Yeah, there are no dustbins in the bus, but does that mean throw anything anywhere? Can someone please suggest a polite and unoffending way of asking this question?
